SICC 2017 is the first scientific international conference on safety & security issues in the CBRNe field (Chemical, Biological, Radiological, Nuclear and explosive) and represents the natural development of the long-standing experience achieved in the field of CBRNe education and training thanks to the International Master Courses in Protection against CBRNe Events of the University of Rome Tor Vergata. The University of Rome Tor Vergata promotes SICC 2017 and assigned its organizational management to the non-profit association HESAR - Health Safety Environmental Research Association Rome.

On the 23rd of May SICC 2017 will host the celebration of the 20th anniversary of the entry into force of the Chemical Weapons Convention (CWC) and the founding of the Organisation for the Prohibition of Chemical Weapons (OPCW) as a side event of the conference, at the presence of Amb. Ahmet Üzümcü, Director-General of the OPCW, Nobel Prize for Peace 2013.

During the last decade, our experience was internationally recognised. In fact, the International Master Courses in Protection against CBRNe Events asserted themselves in a strong way obtaining the status of “NATO Selected” directly from the HQ in Norfolk (Virginia, USA). Also, they are included in the NATO Education and Training Opportunities Catalogue (ETOC), and they entered into cooperation agreement with the Organization for the Prohibition of Chemical Weapons (OPCW), the NATO Joint Centre Of Excellence (Czech Republic), the NATO SCHOOL of Oberammergau (Germany), the HotZone Solutions Group (Netherlands), the VVU-026 Sternberk (Czech Republic), the Seibersdorf Laboratories GmbH (Austria), the Chornobyl Centre (Ukraine); the Vinča Institute of Nuclear Sciences (Serbia); and the International CBRNE Institute ICI (Belgium). Also, they entered into cooperation agreement with the following Italian institutions: the Presidency of the Council of Ministers, the Ministry of Defense, the Ministry of Interior, and other major national institutions such as the National Health Institute (ISS), the National Institute for Geophysics and Vulcanology (INGV), and the National Agency for New Technology Energy and Sustainable Economic Development (ENEA).
The experience gained have led us to organize this international scientific conference.
SICC 2017 primary objective is to internationally promote the dissemination of the culture on the prevention and mitigation of CBRNe events. In the common struggle for safety & security, SICC 2017 is devoted to highlight the state-of-the-art and the future needs of the different methodologies, techniques, theories, instruments, strategies, procedures, technologies and best practices on the prevention and mitigation of CBRNe risks, particularly in the spirit of collaboration and integration among States.
The world of CBRNe today mainly concerns only the military experts, the specialized operators, and the industry. However, institutional task of the University is also spreading the education on CBRNe beyond its traditional boundaries. The experience we have gained so far has led us to an ambitious vision: the CBRNe should become a scientific academic discipline. This new way of approaching the matter will have significant consequences: on the one hand the possibility to train young minds enabling them to deal with problems related to the safety & security identifying new solutions, and on the other hand to spread and increase the information and awareness of the risks and therefore to increase preparedness and resiliency.
SICC 2017 represents a small but important step towards these ambitious goals.
